   Creative Clusters and Creative Youth 2023-2027

In March 2023 Catherine Martin T.D., Minister for Tourism, Culture, Arts, Gaeltacht, Sport and

Media, Norma Foley T.D., Minister for Education, Roderic O’Gorman T.D., Minister for Children, Equality, Disability, Integration and Youth and Simon Harris T.D., Minister for Further and Higher Education, Research, Innovation and Science launched the Creative Youth Plan 2023-2027.

The guiding principles of the Creative Ireland Creative Youth Plan 2023-2027 are:

Children and young people must have agency and a voice in decision-making on the implementation of the Creative Youth Plan 2023-2027.

  1. All children and young people must have opportunities to be creative and develop their creative skills.
  2. Both the intrinsic, and instrumental or transferable value of creative pursuits can be supported and developed simultaneously.
  3. Parents and caregivers, educators, artists, and creative practitioners need to be supported to recognise the centrality and value of creativity to children and young people.

Creative Clusters was launched as a pilot initiative of the Department of Education in 2018. Creative Clusters aim to demonstrate how the arts and creativity can support schools to work together to address common learning challenges. 

   What are Creative Clusters? 

Creative Clusters is a two-year broad creativity programme focused on building creative educational communities of practice. Creative Clusters are composed of between three and five schools/settings.  Clusters can be made of all primary, all post primary schools, special schools or Youthreach centres or a combination of settings. Over two-years, Creative Clusters experiment, risk take, innovate and collaborate on a project which helps them address a common issue or challenge.

collective leadership role. Through their Creative Clusters, schools collaborate to innovate, plan, enact and reflect on context sensitive, new approaches to creative learning. In Creative Clusters leadership and responsibility are shared between young people and adults.  

Creative Clusters is led by the Department of Education (DE) in partnership with Education

Support Centres Ireland (ESCI) and is managed at a national level by the National Arts in Education Administrative Office (NAE) in Tralee Education Support Centre, under the direction of the National Director for the Integration of the Arts in Education (Curriculum and Assessment Policy Unit (DE), and the Director of Tralee Education Support Centre. 

Creative Clusters is funded through the School Excellence Fund and is dedicated to encouraging and supporting local collaboration and innovation in schools. In these Guidelines the term ‘school’ refers to organisations in receipt of funding, these include primary, special and post primary schools, Youthreach centres and other educational settings.

   Aims

  1. To promote new ways of working and collaboration between schools, creative, and cultural sectors
  2. To improve teaching and learning through developing the creativity of all
  3. To give children and young people agency and a voice in decision-making in Creative Clusters
  4. To provide opportunities for clusters to experiment, innovate and collaborate on the design, implementation and evaluation of bespoke creative projects
  5. To develop a partnership approach to supporting schools in embedding creativity as practice, activating the strengths of their differences
  6. To use Creative Clusters as a model for developing and embedding creative teaching and learning in schools

   Structure

Each Creative Cluster has a range of supports available to them throughout the two-year programme.

* One teacher representing each school can claim a travel rate of 21.23/km to attend Workshop and Meetings over 10miles distance from local ESC. ETB teachers claim from their schools.

** All Term 1 claims and documentation submitted to ESC by the last week in November and Term 2/3 by the end of May.

*** Lead School Coordinator must use Term 1 substitution day in Term 1, it cannot be carried forward to Term 2/3.

   Creative Cluster Roles

Creative Clusters Facilitators, Coordinators and

Representatives, lead Clusters and schools through their personal and professional values. Support young people to participate in the shared leadership of the Creative Clusters and encourage colleagues to embed creativity in learning and teaching.

Creative Clusters is also an opportunity to develop school level leadership and collaborate with colleagues to integrate Creative Clusters with school’s development

   Local Education Support Centre

The Directors and local Education Support Centres (ESC) manage Creative Clusters on behalf of the DE at a local level. ESCs act as the administrative and support base for Clusters. The ESC processes applications and supports successful Clusters in their journey. The local ESC appoints the Creative Cluster Facilitator, liaises with schools regarding Workshops and Meetings, offering advice and structural support.

The local ESC hosts Cluster Meetings and processes Clusters’ funding and travel claims to attend

Workshops and Meetings. Please note that ETB schools claim travel through their school, see ‘Substitution, Travel and Claims’ for more information. The ESC is supported in their work by NAE. 

   Facilitator

The Creative Clusters Facilitator is appointed by the local ESC and cannot be a staff member from the Creative Cluster schools. Their role is to facilitate, inspire and give practical advice. They may act as a critical friend to the Cluster, challenging their thinking and promote young people’s participation in decision making, and encourage creativity in learning. 

Overall Support

  • Facilitators lead Creative Cluster Meetings and manage administrative requirements e.g. ensure Attendance Sheets are complete and sign Attendance Certificate.
  • Supporting the Creative Cluster to meet the aims of the programme, to experiment, risktake and collaborate on their project.
  • Support the Cluster to reflect, assess learning and take measures to support the sustainability learning within and after the Cluster lifetime.
  • Work with the Cluster on the design, planning and budgeting of the project ensuring each school has an agreed plan of work to implement between meetings.
  • Link the Cluster with local, regional and national opportunities to engage with arts, creativity and culture.
  • Prompt Creative Clusters to progress and complete required documents.
  • Ensure Image Consent is in place for images shared with ESC.
  • Communicate with the Director and ESC, sharing progress, challenges, successes and achievements.
  • Share events, celebrations and “outputs” of Creative Clusters with the ESC and NAE so that they might attend and/or share on social media networks

Specific Requirements 

  • Creative Cluster Meetings

                        ○           Liaise with Cluster to establish dates and times for Cluster Meetings.

                        ○           Liaise with local ESC to organise the Cluster Meetings and documents.

                        ○        Prompt teachers to book substitution cover.

                        ○          Prompt Lead School Coordinator to take substituted days.

○    Support the Clusters in establishing and using systems of information sharing e.g Google Drive, One Drive, WhatsApp etc.

○    Financial: supporting the Cluster in ensuring that funding is planned for, accessed, records kept and advising them of sources of funding.

   Lead School Coordinator

One school in the Creative Cluster acts as the Lead School, the representative from this school is the Lead School Coordinator. Each school will have a School Representative who coordinates the programme in their own community and liaises with the Cluster. The Lead School Coordinator acts as the School Representative for their community.

The Lead School Coordinator is responsible for leading and managing the day-to-day operation of the Cluster. Considering this leadership role, they are allocated 2-days substitution cover in Year 1 and in Year 2 to work on the collective project. 

Lead School Coordinator Year 1 and Year 2 Substitution Cover  1-day Term 1 and 1-day Term 2/3

These days cannot be carried over, please ensure that they are booked and taken.

Lead School Coordinators must take 1-day substitution cover in Term 1 and 1-day substitution cover in Term 2/3. Sub-covered days are given to the Lead School Coordinator to support the coordination, documentation and administration of the Creative Cluster. 

The Lead School Coordinator acts as the point of contact for other schools in collaboration with the Facilitator and support the Cluster to:

  • Support, motivate and administer the project with the Facilitator.
  • Coordination of Meeting dates in local ESC.
  • Ensure Cluster members have organised substitution for Workshops and Meetings.
  • Ensure Cluster’s completion and submission of required documents.
  • Record management for Cluster funding and documentation.

   School Representative                                                            

Each school in the Cluster is supported by a School Representative. The School Representative is a member of the participating school’s teaching or leadership team. The Lead School Coordinator is also the School Representative for their own community. The overall responsibilities of the School Representative include: 

  • Supporting and inspiring the school community to grow through their participation in Creative Clusters.
  • Ensure that children and young people's voices influence decision making from initial planning to final project evaluation.
  • Connecting teaching and learning in their school to Creative Clusters through School Self Evaluation and other ongoing school programmes.
  • Supporting Creative Clusters aims and organisation on a day-to-day basis Contributing to the completion and submission of required documents.
  • Retain records and receipts associated with funding expenditure.

   Creative Clusters Initiative Training, Workshops and Meetings

Creative Clusters Facilitator Training and regional Workshops for schools joining the programme take place in September and October of Year 1. Training focuses on developing understanding of the Creative Clusters programme, building the facilitator network and supporting facilitators.

   Workshop

Creative Cluster Workshops take place in regional centres, where Year 1 Clusters receive guidance on the programme and get to know the schools in their Cluster. Workshops are attended by the Creative Cluster Facilitator, the Lead School Coordinator and one School Representative from each school. 

Sub-cover is provided and travel expenses for one participating teacher from each school to attend the Workshop (see below for more detail). Principals and other school members are welcome to attend, but additional sub-cover and travel expenses will not be provided.

   Meetings Overview

There is a total of 5 substitution covered Meetings for Creative Cluster over the two-year project.

The Meetings aim to develop a shared vision for the Cluster, track progress and agree next steps. The length of the Cluster Meeting should be the duration of a typical school day. Many Clusters choose to meet informally or online in addition to official Meetings to progress their Cluster.

All Term 1 claims and documentation submitted to ESC by the last week in November and Term 2/3 by the end of May.

In Year 1, Meetings 1 and 2 must be held before the last week of November. Meeting 3 must be held before the end of May. 

In Year 2, Meeting 1 must be held before the last week of November. Meeting 2 must be held before the end of May. 

This division of Meetings relates to budgetary considerations and initiative funding structures. Documentation, funding draw down and travel claims must also be submitted by the above dates to support the ESC in meeting financial deadlines. 

Meeting Budget

The Creative Cluster budget can only cover catering for the Clusters Facilitator and one teacher representative from each school. Prior approval is required from your local ESC if more than one teacher per school would like to attend the Regional Workshop or Cluster Meetings. Meeting Location

Cluster Meetings must be held in the local ESC. However, it may occasionally be necessary, due to availability, to hold Meetings in an alternative location e.g. school. Such arrangements must have the prior approval of the ESC Director. 

If a Cluster Meeting is taking place in one of the Cluster schools, only teachers travelling to the venue from other schools can claim travel. Travel will not be paid to teachers who travel less than 10 miles (single journey) to the Meeting. 

Schools cannot claim venue hire for hosting Creative Cluster Meetings however, subsistence can be paid to the school for food/catering at the rate of €17.92 per person.  The school can invoice the local ESC by forwarding the invoice from the catering company and the Attendance Sheet.  

   Meeting Documents

Documentation relating to Meeting aims to keep records, support reflection and contribute to research on the impact of this initiative.

   Substitution, Travel and Claims

Dates for Creative Cluster Meeting dates must be established as early as possible so that substitution cover may be organised by schools. Representatives attending Cluster Meetings must be consistent and should be the staff member who trained at the Workshop.

Meeting Attendance Sheets are submitted to the local ESC by the Facilitator and teachers submit their Attendance Certificates to the principal to authenticate substitution for Creative Clusters Workshop and Meetings.

Substitution is covered for one participating teacher per school. 

  • Creative Clusters Year 1: 4 substitution days (1 for Workshop and 3 for Meetings)
  • Creative Clusters Year 2: 2 substitution days (2 for Meetings)
  • Lead School Cluster Coordinator: 2 additional substitution days per year: 1-day Term 1 and 1-day Term 2/3

Education and Training Board (ETB) Schools

ETB Substitution

Education and Training Board (ETB) schools get an allocation for substitution. Substitution-cover to attend Workshops and Meetings are at the discretion of the principal. ETB schools do not claim substitution through OLCS, this is claimed through their associated ETB after approval has been sanctioned by school management with support from relevant Directorate.

ETB Travel Claims

Travel and subsistence claims for teachers in ETB schools should be claimed in accordance with its policy and procedure. Teachers from ETB schools do not claim travel through the Education Support Centre. 

Substitution for Schools that use Online Claims System (OLCS)

For most schools, substitution to attend Workshops and Meetings is paid through the Department of Education Online Claims system (OLCS) under Leave Category: Teacher Professional Development – DE/TES Specified Initiatives (see below):

School Travel Claims (not ETB)

The local ESC distributes travel claims to their Clusters. One teacher representing each school can claim a travel rate of 21.23/km to attend Workshop and Meetings over 10 miles (single journey) from local ESC. 

All Term 1 claims and documentation submitted to local ESC by the last week in November and Term 2/3 by the end of May. Travel and subsistence claims for teachers should be claimed immediately after Workshop/Meetings.

   Creative Clusters Funding Drawdown

Each school in the Creative Cluster will receive a grant of €1,500 per year of the initiative totalling €3,000 per school over two years. The Cluster’s plan for the funding distribution and spending is agreed collectively at Meeting 1 and outlined in the Planning Document. There are two options for managing funding:

Lead School draws down funding for all schools in the Cluster and manages all

payments

Each school draws down their own funding allocation and manages payments in line with

agreed approach

To drawdown Creative Clusters funding, schools must send an email to their local ESC with the following: 

  1. Attached document on headed paper that includes the school’s logo.
  2. School name(s), year of the Cluster and the Lead School.

e.g. Clonloe Educate Together in Creative Clusters Year 1 2024, Lead School Ballyroe N.S.

  1. Outline of agreed plan for funding in the Planning Document.
  2. BIC and IBAN details to enable payment - GDPR advises claimants to omit the last four digits of their IBAN in the email and replace it with XXXX. Schools then phone the last four digits through to the ESC Accounts Administrator.

Records and receipts associated with Cluster expenditure must be retained and accessible to schools if required for audit. You do not need to return receipts to the ESC but ensure that they are accessible to administrative staff in your school if required.

Schools can seek additional funding to Creative Clusters from a variety of other sources to expand/ assist the project to meet its objectives e.g. BLAST, School Contribution, Parent's Council etc. Additional funding must be acknowledged, accounted for and included in the end of year Project Forms.

   Creative Clusters Image Consent

Creative Cluster involves both the voice and participation of children and young people in decision making. In order to document, share and celebrate the work of your Creative Cluster, it is essential to ensure that all young people whose images appear in data submitted to the local ESC, National Arts in Education Administrative Office or Department of Education have completed a Creative Youth Image Consent Form. 

Existing school image permissions do not consent to the organisations above sharing, publishing or retaining Creative Cluster images. Please do not share any images that do not have the required consent.

There are two Image Consent Forms:

  • Parent/Guardian Image Consent Form must be signed by parents/guardians of young people involved in the initiative and whose images/audio/video/creative output may be submitted to the local ESC. Creative Youth Parent/Guardian Image Consent forms are to be retained by schools.
  • School/Principal Image Consent Form is signed by the school/principal and returned to the local ESC. This form confirms that images submitted by your school to your local ESC have the required consent from parents and guardians to ensure that images may be used to promote the DE approved and led Creative Youth initiatives through print and other media including social media.

If a child/young person/parent/guardian does not consent to share images/ audio/ video/ creative output, they are welcome to participate in the initiative. However, the school must not submit their data. Please ensure that images are labelled in the following format:

School Name and Education Support Centre, Cluster Year and Photographer  (e.g. St. Marys, Kilkenny ESC, 2022 Yr 1 CC, Pat White)

   Garda Vetting and Child Protection

If a Creative Cluster seeks to bring creative practitioners into schools as part of their project, it is the responsibility of the school to organise Garda Vetting for these professionals and to ensure that all processes are in line with the Child Protection Policies and Procedures of the school. It is strongly advised that practitioners working with schools have also completed Tusla’s e-learning programme Child Protection and Welfare Training.

   Creative Clusters Logos and Social Media

We love to see and share the successes of our Creative Clusters. When you share your Creative

Clusters work on school and social media platforms, please ensure that you add our Creative

Clusters logo and acknowledge your local ESC, NAE, the Department of Education and Creative Ireland with necessary logos. Please include any other local or national funders and supporters of your work e.g. The Heritage Council (Heritage in Schools)

Cnuasaigh Chruthaitheacha agus Óige Ildánach 2023-2027
I mí an Mhárta 2023, sheol Catherine Martin TD, an tAire Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus Meán, Norma Foley TD, an tAire Oideachais, Roderic O’Gorman TD, an tAire Leanaí, Comhionannais, Míchumais, Lánpháirtíochta agus Óige agus Simon Harris TD, an tAire Breisoideachais agus Ardoideachais, Taighde, Nuálaíochta agus Eolaíochta an Plean Óige Ildánach 2023-2027 . Is iad seo a leanas na prionsabail threoracha i bPlean Óige Ildánach 2023-2027 Éire Ildánach:
Ní mór do leanaí agus do dhaoine óga gníomh agus guth a bheith acu sa chinnteoireacht maidir le cur i bhfeidhm an Phlean Óige Ildánach 2023-2027.

Caithfidh deiseanna a bheith ag gach leanbh agus duine óg a bheith cruthaitheach agus a scileanna cruthaitheacha a fhorbairt.

Is féidir tacú le luach intreach, ionstraimeach nó inaistrithe na ngníomhaíochtaí cruthaitheacha agus iad a fhorbairt go comhuaineach.

Ní mór tacú le tuismitheoirí agus cúramóirí, oideachasóirí, ealaíontóirí agus cleachtóirí cruthaitheacha chun lárnacht agus luach na cruthaitheachta do leanaí agus do dhaoine óga a aithint.
Seoladh Cnuasaigh Chruthaitheacha mar thionscnamh píolótach de chuid na Roinne Oideachais in 2018. Tá sé mar aidhm ag Cnuasaigh Chruthaitheacha a léiriú conas is féidir leis na healaíona agus an chruthaitheacht tacú le scoileanna oibriú le chéile chun dul i ngleic le comhdhúshláin foghlama.
Cad is Cnuasaigh Chruthaitheacha ann?
Is clár cruthaitheachta leathan dhá bhliain é Cnuasaigh Chruthaitheacha atá dírithe ar phobail chleachtais chruthaitheacha oideachais a thógáil. Is féidir le Cnuasach Cruthaitheach bheith comhdhéanta de idir trí agus cúig scoil/suíomh. Is féidir Cnuasaigh a dhéanamh de gach bunscoil, gach iar-bhunscoil, scoil speisialta nó ionad Ógtheagmhála nó meascán de shuíomhanna. Thar dhá bhliain, tugann Cnuasaigh Chruthaitheacha faoi triail, riosca, nuálaíocht agus comhoibriú ar thionscadal a chabhraíonn leo dul i ngleic le ceist nó dúshlán coiteann.
Is Pobail Foghlama Gairmiúla iad Cnuasaigh Chruthaitheacha ina mbíonn ról ceannaireachta gníomhach agus comhchoiteann ag leanaí agus ag daoine óga. Trína gCnuasaigh Chruthaitheacha, comhoibríonn scoileanna chun nuálaíocht, pleanáil, achtú agus machnamh a dhéanamh ar chur chuige nua atá íogair ó thaobh comhthéacs maidir le foghlaim chruthaitheach. I gCnuasaigh Chruthaitheacha roinntear ceannaireacht agus freagracht idir daoine óga agus daoine fásta.
Tá Cnuasaigh Chruthaitheacha á stiúradh ag an Roinn Oideachais (RO) i gcomhpháirtíocht le hIonaid Tacaíochta Oideachais na hÉireann (ESCI) agus á mbainistiú ag an leibhéal náisiúnta ag Oifig Náisiúnta Riaracháin na nEalaíon san Oideachas (NAE) in Ionad Tacaíochta Oideachais Thrá Lí, faoi stiúir an Stiúrthóir Náisiúnta um Chomhtháthú na nEalaíon san Oideachas (Aonad Beartais Curaclaim agus Measúnaithe (RO), agus Stiúrthóir Ionad Tacaíochta Oideachais Thrá Lí.
Déantar Cnuasaigh Chruthaitheacha a mhaoiniú tríd an gCiste Barr Feabhais Scoileanna agus tá siad tiomanta do chomhoibriú agus nuálaíocht áitiúil a spreagadh agus a thacú i scoileanna. Sna Treoirlínte seo tagraíonn an téarma ‘scoil’ d’eagraíochtaí a fhaigheann maoiniú, ina measc tá bunscoileanna, scoileanna speisialta agus iar-bhunscoileanna, ionaid Ógtheagmhála agus suíomhanna oideachais eile.

Déanann na Stiúrthóirí agus na hIonaid Tacaíochta Oideachais áitiúla (ITO) bainistíocht ar Chnuasaigh Chruthaitheacha thar ceann RO ag leibhéal áitiúil. Feidhmíonn ESCanna mar bhonn riaracháin agus tacaíochta an Chnuasaigh. Próiseálann an ITO iarratais agus tacaíonn sé le Cnuasaigh rathúla ina n-aistear. Ceapann an ITO áitiúil Éascaitheoir Cnuasach Cruthaitheach,

déanann sé idirchaidreamh le scoileanna maidir le Ceardlanna agus Cruinnithe, ag tairiscint comhairle agus tacaíochta struchtúrach.
Déanann an ITO áitiúil Cruinnithe Cnuasach a óstáil agus próiseálann sé éilimh mhaoinithe agus taistil na gCnuasach chun freastal ar Cheardlanna agus ar Chruinnithe. Tabhair faoi deara le do thoil go n-éilíonn scoileanna BOO taisteal tríd a scoil, féach 'Ionadaíocht, Taisteal agus Éilimh' le haghaidh tuilleadh eolais. Tacaíonn NAE leis an ITO ina gcuid oibre.
Éascaitheoir
Is é an ITO áitiúil a cheapann Éascaitheoir do na Cnuasaigh Chruthaitheacha agus ní féidir leis a bheith ina bhall foirne ó scoileanna na gCnuasach Cruthaitheach. Is é an ról atá acu ná comhairle phraiticiúil a éascú, a spreagadh agus a thabhairt. Féadfaidh siad gníomhú mar chara criticiúil don Chnuasach, ag tabhairt dúshlán a gcuid smaointeoireachta agus ag cur chun cinn rannpháirtíocht daoine óga sa chinnteoireacht, agus ag spreagadh cruthaitheacht san fhoghlaim.
Tacaíocht Foriomlán

Treoraíonn éascaitheoirí Cruinnithe Cnuasach Cruthaitheach agus bainistíonn siad riachtanais riaracháin m.sh. cinntigh go bhfuil Bileoga Tinrimh comhlánaithe agus síníonn siad an Teastas Tinrimh.

Tacú leis an gCnuasach Cruthaitheach chun aidhmeanna an chláir a bhaint amach, chun triail a bhaint as a dtionscadal, chun rioscaí a ghlacadh agus chun comhoibriú ina leith.

Airgeadais: tacú leis an gCnuasach lena chinntiú go ndéantar maoiniú a phleanáil, go bhfaightear rochtain air, go gcoimeádtar taifid agus go gcuirtear in iúl dóibh foinsí maoinithe.
Comhordaitheoir na Scoile Ceannais
Feidhmíonn scoil amháin sa Chnuasach Cruthaitheach mar Scoil Cheannais, agus is é an t-ionadaí ón scoil seo ná Comhordaitheoir na Scoile Ceannais. Beidh Ionadaí Scoile ag gach scoil a chomhordaíonn an clár ina bpobal féin agus a dhéanann idirchaidreamh leis an gCnuasach. Feidhmíonn Comhordaitheoir na Scoile Ceannais mar Ionadaí Scoile dá bpobal.
Tá Comhordaitheoir na Scoile Ceannais freagrach as oibriú laethúil an Chnuasaigh a threorú agus a bhainistiú. Ag cur an ról ceannaireachta seo san áireamh, leithdháiltear clúdach ionadaíochta 2 lá orthu i mBliain 1 agus i mBliain 2 chun oibriú ar an gcomhthionscadal. Comhordaitheoir na Scoile Ceannais Bliain 1 agus Bliain 2 Clúdach Ionadaíochta 1-lá Téarma 1 agus 1-lá Téarma 2/3 Ní féidir na laethanta seo a thabhairt anonn, cinntigh le do thoil go gcuirtear in áirithe iad agus go dtógtar iad.
Caithfidh Comhordaitheoirí Scoileanna Ceannais clúdach ionadaíochta 1 lá a ghlacadh i dTéarma 1 agus clúdach ionadaíochta 1 lá i dTéarma 2/3. Tugtar laethanta fo-chumhdaithe do Chomhordaitheoir na Scoile Ceannais chun tacú le comhordú, doiciméadú agus riaradh an Chnuasaigh Chruthaithigh.
Feidhmíonn Comhordaitheoir na Scoile Ceannais mar phointe teagmhála do scoileanna eile i gcomhar leis an Éascaitheoir agus tacaíonn sé leis an gCnuasach chun:

Comhordú ar dhátaí cruinnithe sa ITO áitiúil.

A chinntiú go bhfuil ionadaíocht eagraithe ag baill an Chnuasaigh do Cheardlanna agus Cruinnithe.

Cinntiú go gcríochnóidh agus go gcuirtear na doiciméid riachtanacha isteach ag an gCnuasach.

Bainistíocht taifead maidir le maoiniú agus doiciméadú Cnuasach.
Ionadaí Scoile
Tugann Ionadaí Scoile tacaíocht do gach scoil sa Chnuasach. Tá an tIonadaí Scoile ina bhall d’fhoireann teagaisc nó cheannaireachta na scoile rannpháirteach. Is é Comhordaitheoir na Scoile Ceannais an tIonadaí Scoile dá bpobal féin freisin. Áirítear ar fhreagrachtaí foriomlána an Ionadaí Scoile:

Tacaíocht agus spreagadh a thabhairt do phobal na scoile fás trína rannpháirtíocht i gCnuasaigh Chruthaitheacha.

A chinntiú go mbíonn tionchar ag guthanna leanaí agus daoine óga ar chinnteoireacht ón bpleanáil tosaigh go dtí an measúnú deiridh ar thionscadail.

Teagasc agus foghlaim ina scoil a nascadh le Cnuasaigh Chruthaitheacha trí Fhéinmheastóireacht Scoile agus cláir scoile leanúnacha eile.

Traenáil, Ceardlanna agus Cruinnithe Tionscnaimh na gCnuasach Cruthaitheach
Oiliúint Éascaitheora Chnuasaigh Chruthaitheacha agus Ceardlanna réigiúnacha do scoileanna a ghlacann páirt sa chlár i mí Mheán Fómhair agus i mí Dheireadh Fómhair de Bhliain 1. Díríonn an oiliúint ar thuiscint a fhorbairt ar chlár na gCnuasach Cruthaitheach, ag tógáil líonra na n-éascaitheoirí agus ag tacú le héascaitheoirí.
Ceardlann
Bíonn Ceardlanna Cnuasach Cruthaitheach ar siúl in ionaid réigiúnacha, áit a bhfaigheann Cnuasaigh Bhliain 1 treoir ar an gclár agus ina gcuireann siad aithne ar na scoileanna ina gCnuasach. Freastalaíonn Éascaitheoir an Chnuasaigh Chruthaithigh, Comhordaitheoir na Scoile Ceannais agus Ionadaí Scoile amháin ó gach scoil ar na ceardlanna.
Cuirtear fo-chumhdach agus costais taistil ar fáil do mhúinteoir rannpháirteach amháin ó gach scoil chun freastal ar an gCeardlann (féach thíos le haghaidh tuilleadh sonraí). Tá fáilte roimh phríomhoidí agus baill eile na scoile a bheith i láthair, ach ní chuirfear fo-chlúdach breise agus costais taistil ar fáil.
Forbhreathnú ar na Cruinnithe
Tá 5 Chruinniú in iomlán clúdaithe le hionadaíocht don Chnuasach Cruthaitheach thar dhá bhliain an tionscadail. Tá sé mar aidhm ag na Cruinnithe comhfhís a fhorbairt don Chnuasach, dul chun cinn a rianú agus na chéad chéimeanna eile a chomhaontú. Ba cheart go mbeadh fad an Chruinnithe Cnuasach mar fhad le gnáthlá scoile. Roghnaíonn go leor Cnuasaigh teacht le chéile go neamhfhoirmiúil nó ar líne chomh maith le Cruinnithe oifigiúla chun a gCnuasaigh a chur chun cinn.

I mBliain 2, ní mór Cruinniú 1 a thionól roimh an tseachtain dheireanach de mhí na Samhna. Ní mór cruinniú 2 a thionól roimh dheireadh mhí na Bealtaine.
Baineann an roinnt seo ar Chruinnithe le breithniúcháin bhuiséadacha agus le struchtúir mhaoinithe tionscnaimh. Ní mór doiciméid, tarraingt anuas maoinithe agus éilimh taistil a chur isteach faoi na dátaí thuas chun tacú leis an ITO spriocanna airgeadais a chomhlíonadh.
Buiséad Cruinnithe

Ní féidir le buiséad an Chnuasaigh Chruthaithigh ach freastal ar an Éascaitheoir Cnuasach agus ionadaí múinteora amháin ó gach scoil a chlúdach. Ní mór cead a fháil roimh ré ón ITO áitiúil más mian le níos mó ná múinteoir amháin in aghaidh na scoile freastal ar an gCeardlann Réigiúnach nó ar Chruinnithe Cnuasach.
Suíomh Cruinnithe
Ní mór Cruinnithe Cnuasach a thionól sa ITO áitiúil. Ach d’fhéadfadh go mbeadh sé riachtanach ó am go chéile, mar gheall ar infhaighteacht, cruinnithe a thionól in áit eile e.g. i scoil. Ní mór cead a fháil roimh ré ó Stiúrthóir an ITO i gcásanna den sórt sin.
Má bhíonn Cruinniú Cnuasaigh ar siúl i gceann de na scoileanna i gCnuasach, ní féidir ach le múinteoirí a théann chuig an ionad ó scoileanna eile taisteal a éileamh. Ní íocfar taisteal le múinteoirí a thaistealaíonn níos lú ná 10 míle (turas aon treo) chuig an gCruinniú.
Ní féidir le scoileanna ionad a fháil ar cíos le haghaidh Cruinnithe Cnuasach Cruthaitheach a óstáil, áfach, is féidir cothabháil a íoc leis an scoil le haghaidh bia/lónadóireachta ag ráta €17.92 an duine. Ní mór dátaí cruinnithe na gCnuasach Cruthaitheach a leagadh sios chomh luath agus is féidir ionas gur féidir le scoileanna clúdach ionadaíochta a eagrú. Ní mór d’ionadaithe a fhreastalaíonn ar Chruinnithe Cnuasaigh a bheith comhsheasmhach agus ba cheart gurb iad an ball foirne iad a fuair oiliúint ag an gCeardlann.
Cuireann an tÉascaitheoir Bileoga Tinrimh Cruinnithe faoi bhráid an ITO áitiúil ag an Éascaitheoir agus cuireann múinteoirí a dTeastas Tinrimh chuig an bpríomhoide chun ionadaíocht do Cheardlanna agus do Chruinnithe na gCnuasach Cruthaitheach a dheimhniú.
Clúdaítear ionadaíocht do mhúinteoir rannpháirteach amháin in aghaidh na scoile.

Faigheann scoileanna an Bhoird Oideachais agus Oiliúna (BOO) leithdháileadh le haghaidh ionadaíochta. Is faoi rogha an phríomhoide a bheidh an clúdach ionadaíochta chun freastal ar Cheardlanna agus ar Chruinnithe. Ní dhéanann scoileanna BOO éilimh ar ionadaíocht tríd an OLCS, éilítear é seo trína BOO gaolmhar tar éis don bhainistíocht scoile formheas a cheadú le tacaíocht ón Stiúrthóireacht ábhartha .
Éilimh Taistil BOO
Ba cheart éilimh taistil agus chothaithe do mhúinteoirí i scoileanna BOO a éileamh de réir a bheartais agus a nós imeachta siúd. Ní héilíonn múinteoirí ó scoileanna BOO taisteal tríd an Ionad Tacaíochta Oideachais.
Ionadaíocht do Scoileanna a úsáideann Córas Éileamh Ar Líne (OLCS)
I gcás fhormhór na scoileanna, íoctar ionadaí chun freastal ar Cheardlanna agus Cruinnithe trí chóras Éilimh Ar Líne na Roinne Oideachais (OLCS) faoi Chatagóir Saoire: Forbairt Ghairmiúil Múinteoirí – Tionscnaimh Sonraithe RO/TES (féach thíos):
Éilimh Taistil Scoile (nach BOO)
Dáileann an ITO áitiúil éilimh taistil chuig a Chnuasaigh. Is féidir le múinteoir amháin a dhéanann ionadaíocht ar gach scoil ráta taistil 21.23/km a éileamh chun freastal ar Cheardlann agus ar Chruinnithe níos mó ná 10 míle (turas aonair) ón ITO áitiúil.
Gach éileamh agus doiciméad Téarma 1 le bheith curtha faoi bhráid an ITO áitiúil faoin tseachtain dheireanach i mí na Samhna agus Téarma 2/3 faoi dheireadh mhí na Bealtaine. Ba chóir éilimh taistil agus chothaithe do mhúinteoirí a éileamh díreach tar éis Ceardlainne/Cruinnithe.
Tarraingt Anuas Maoinithe do Chnuasaigh Chruthaitheacha
Gheobhaidh gach scoil sa Chnuasach Cruthaitheach deontas de €1,500 in aghaidh na bliana den tionscnamh ar luach iomlán €3,000 in aghaidh na scoile thar dhá bhliain. Comhaontaítear plean an Chnuasaigh maidir le dáileadh agus caiteachas maoinithe le chéile ag Cruinniú 1 agus leagtar amach sa Doiciméad Pleanála é. Tá dhá rogha ann chun maoiniú a bhainistiú:

Chun maoiniú ó Chnuasaigh Chruthaitheacha a tharraingt anuas, ní mór do scoileanna ríomhphost a sheoladh chuig a ITO áitiúil leis an méid seo a leanas:
1.
Doiciméad ceangailte ar pháipéar ceannteidil ar a bhfuil lógó na scoile.
2.
Ainm(neacha) na scoile, bliain an Chnuasaigh agus an Scoil Cheannais.
m.sh. e.g. Oideachas Le Chéile Chluain Eo - Cnuasaigh Chruthaitheacha i mBliain 1 2024, Scoil Cheannais - SN Bhaile Rua
3.
Imlíne ar an bplean maoinithe comhaontaithe sa Doiciméad Pleanála.
4.
Sonraí BIC agus IBAN chun íocaíocht a chumasú - molann RGCS d’éilitheoirí na ceithre dhigit dheireanacha dá IBAN a fhágáil ar lár sa ríomhphost agus XXXX a chur ina ionad. Ansin cuireann scoileanna glaoch ar Riarthóir Cuntas an ITO do na ceithre dhigit dheireanacha.
Ní mór taifid agus admhálacha a bhaineann le caiteachas Cnuasaigh a choinneáil agus a bheith inrochtana do scoileanna más gá le haghaidh iniúchta. Ní gá duit admhálacha a chur ar ais chuig an ITO ach a chinntiú go bhfuil rochtain ag an bhfoireann riaracháin i do scoil orthu más gá.
Is féidir le scoileanna maoiniú breise a lorg do Chnuasaigh Chruthaitheacha ó fhoinsí éagsúla eile chun an tionscadal a leathnú/cabhrú lena cuspóirí a bhaint amach e.g. BLAST, Ranníocaíocht Scoile, Comhairle na dTuismitheoirí etc. Ní mór maoiniú breise a admháil, cuntas a thabhairt air agus a áireamh sna Foirmeacha Tionscadail deireadh bliana.
Toiliú Íomhá Chnuasaigh Chruthaitheacha
Cuimsíonn Cnuasach Cruthaitheach glór agus rannpháirtíocht leanaí agus daoine óga araon sa chinnteoireacht. Chun obair do Chnuasach Cruthaitheach a dhoiciméadú, a roinnt agus a cheiliúradh, tá sé rí-thábhachtach a chinntiú go bhfuil Foirm Toilithe Óige Ildánach comhlánaithe ag gach duine óg a bhfuil a n-íomhánna le feiceáil i sonraíocht a chuirtear faoi bhráid an ITO áitiúil, Oifig Náisiúnta Riaracháin na nEalaíon san Oideachas nó an Roinn Oideachais.
Ní cheadaíonn toiliú íomhá scoile reatha do na heagraíochtaí thuas íomhánna ó Chnuasaigh Chruthaitheacha a roinnt, a fhoilsiú nó a choinneáil. Le do thoil, ná roinn aon íomhánna nach bhfuil an toiliú riachtanach acu.
Nasc chuig Foirmeacha Toilithe Íomhá: Toiliú Íomhá - Oscail Nasc Comhroinnte
Tá dhá Fhoirm Toilithe Íomhá ann :
1) Ní mór do thuismitheoirí/chaomhnóirí daoine óga atá páirteach sa tionscnamh an Fhoirm Toilithe um Íomhá Tuismitheora/Caomhnóra a shíniú agus ar féidir a n-íomhánna/fuaime/físeán/aschur cruthaitheach a chur faoi bhráid an ITO áitiúil. Coinneoidh na scoileanna na Foirmeacha Toilithe um Íomhá Tuismitheora/Caomhnóra de chuid Óige Ildánach.
2) Síníonn an scoil/príomhoide an Fhoirm Toilithe Íomhá Scoile/Príomhoide agus cuirtear ar ais chuig an ITO áitiúil í. Deimhníonn an fhoirm seo go bhfuil an toiliú riachtanach ó thuismitheoirí

agus caomhnóirí ag íomhánna a chuireann do scoil isteach chuig do ITO áitiúil chun a chinntiú gur féidir íomhánna a úsáid chun tionscnaimh Óige Ildánach atá faofa agus arna stiúradh ag RO a chur chun cinn trí mheán priontála agus meáin eile lena n-áirítear na meáin shóisialta.
Mura dtoilíonn leanbh/duine óg/tuismitheoir/caomhnóir íomhánna/fuaime/fístéip/aschur cruthaitheach a roinnt, tá fós fáilte rompu páirt a ghlacadh sa tionscnamh. Níor chóir do scoil a sonraí a chur isteach, áfach. Cinntigh le do thoil go bhfuil na híomhánna lipéadaithe san fhormáid seo a leanas:
